Public library boards have a significant statutory duty to protect community assets, preserve eligibility for state grants, and comply with state law. The Board of Trustees acts collectively during public meetings to establish institutional policy, approve tax levies, and oversee high-level budgeting. Individual trustees have no independent administrative authority. The Library Director manages daily workflows, materials selection, and frontline personnel, ensuring that the library’s day-to-day operations align with the policies and priorities established by the board.

Effective stewardship depends on maintaining professional boundaries while concentrating on long-term strategy, fiscal benchmarks, and the condition of capital assets. When assessing institutional success or the director’s performance, trustees should rely on objective resource-management measures and mutually agreed strategic goals rather than intervening in daily operations. This approach supports compliance with state administrative standards, reduces the board’s exposure to personal liability, and honors the community’s trust.
